علی رغم گذشت چند هفته از این ماجرا بسیاری از تحلیل گران داخلی و خارجی کماکان در ارتباط با پیامدها و اتفاقات احتمالی ناشی از آن گمانه زنی می کنند. اگر به این سخنان به ظاهر مثبت موضوع تماس تلفنی باراک اوباما با رئیس جمهوری اسلامی ایران و همچنین عقب نشینی آمریکا در حمله به سوریه، سیاست های متناقص در ارتباط با اتفاقات مصر، رابطه نه چندان دوستانه با روسیه و مسکوت گذاشتن برخی مسائل مربوط به کره شمالی را اضافه کنیم سؤالی به ذهن خطور می کندکه: آیا دوران هژمونی آمریکا به پایان رسیده است و آمریکایی‌ها در آستانه شکست در یک‌جانبه‌گرایی در دنیا قرار گرفته‌اند؟
در نظام سیاست بین الملل و مناسبات فی مابین دولت ها، هژمونی یا چیرگی مفهوم بسیار مهمی به شمار می آید. لذا با توجه به واقعیت های جهانی، بهره مندی از درک صحیح و برداشتی مناسب از نقش و ماهیت هژمون در عرصه روابط بین الملل بسیار حائز اهمیت است. فی الواقع در فضای سیاسی جهان آنچه بیش از هر چیز دیگری به تشخیص درست، قدرت پیش بینی اتفاقات آتی و درک مجموعه روابط پیچیده میان کشورها کمک می کند، موضوع ماهیت هژمون قدرت، در عرصه منطقه ای و بین المللی می باشد. به عبارت دیگر فهمِ نوع هژمون، ستیزه جو یا صلح جو بودن ماهیت آن، در تحلیل و تبیینِ مسائل بین المللی بسیار تعیین کننده است. بر این اساس و با یک نگاه تاریخی تحول هژمونی آمریکا را می توان در چهار دوره مورد بررسی قرار داد:
الف: هژمونی مطلق؛ این دوره برهه ای از تاریخ است که دوران ایجاد، تثبیت و حاکمیت هژمونی مطلق ایالات متحده محسوب می شود. به عنوان مثال سال های 1945 تا 1969 دوران وفور منابع عظیم و امکانات بود که عوامل و ابزارهای قدرت آمریکا به این کشور اجازه می داد تا بتواند به راحتی پیگیر منافع اقتصادی و عمومی خود باشند. در این دوره بالاترین میزان رضایت مندی و وحدت نظر میان قدرت هژمونیک آمریکا و هم پیمانانش حاکم بود.
ب: هژمونی در افول؛ پس از کش‌وقوس فراوان بعد از جنگ جهانی دوم، آمریکا توانست به‌عنوان قدرت هژمون جهان سرمایه‌داری ایفای نقش کند. اما آن ها پس از سپری کردن عصر طلایی خود، در سال 1973 با بحران اضافه انباشت روبرو شدند که در پاسخ به این بحران، رویه و خط مشی اقتصادی جدیدی را دنبال کردند. در واقع دوران افول هژمونی آمریکا مربوط به سال های 1970 تا 1979 می باشد. که طی آن مؤلفه ها و شاخص های مشروعیت هژمونیک آمریکایی کمرنگ و روابط هژمون با اعضای نظام بین الملل در ابعاد گوناگون کمرنگ و ضعیف گردید.
ج: پساهژمونی؛ این دوران پایان هژمونی آمریکا(دوران پس از ۱۹۸۰) می باشد. در این دوران تفاهم حاکم بر روابط هژمون ایالات متحده و هم پیمانان بین الملل آن در ابعاد مختلف سیاسی، اقتصادی و نظامی از بین می رود.
د: تجدید هژمونی؛ این دوره برهه ای از زمان می باشد که بعد از حوادث یازده سپتامبر سال 2001جلوه گر شده است. دوره ای که مصادف با قدرت نومحافظه کاران در آمریکا بود که طی آن از جهت گیری های سیاسی و انزواگری بیل کلینتون به شدت انتقاد می شد. این دوران در واقع زمانی است که نومحافظه کاران نقش و جایگاه راهبردی برای ایالات متحده درجهان قائل بودند که باید به عنوان کدخدای جهانی و نگهبان بین المللی ایفای نقش نماید. از این رو از این تاریخ به بعدآمریکایی ها به دنبال جایگاهی جهانی هستند که طی آن هیچ قدرتی توان مقابله با آن ها را نداشته باشد. در دوران تجدید هژمونی، امنیت آمریکا از طریق ایجاد نوعی عدم موازنه بین المللی حاصل می گردد نه از طریق موازنه قوا. لذا سیاست مداران و حاکمان آمریکایی در صددند با افزایش قدرت خود رقابت های استراتژیک، امنیتی و نظامی بین قدرت های بین المللی را از بین ببرند و خود را در وضعیت مطلوب قرار دهند.
باید به این نکته اشاره کرد که پس از دوران چهارم رفتار کاملاً هژمونیک و امپراتوری طلبی به عنوان یک ایده و سودای ایده ال ذهنی که همواره در ذهن نخبگان آمریکایی جریان داشته نمود بیشتری یافته است. که مداخله آن ها در امور سیاسی بسیاری از کشورها ناشی از همین نگاه است. بی شک عامل بسیار مهم و تعیین کننده در قدرت و سودای هژمون آمریکا مقوله انرژی است. براین اساس آمریکایی ها همواره به دنبال جریان انرژی ارزان بوده اند و در راه رسیدن به آن جنایات بسیاری را در منطقه خاورمیانه مرتکب شده و همواره چماق «تمامی گزینه‌ها روی میز است» را در دست دارند. اما به نظر می رسد اکنون قدرت هژمونی آمریکایی ها کاهش یافته یا در خوش بینانه ترین حالت نقش آفرینی آن ها در رهبری جهانی کمرنگ شده است. که شاید بخش عمده ی آن مربوط به ائتلاف های جدیدی است که در حوزه انرژی صورت گرفته است. که برخی از نمونه های آن عبارتند از؛ بلوک بندی جدیدی که در آمریکای لاتین، خاورمیانه و شرق آسیا ایجاد شده است، یا ائتلاف منطقه ای، توسعه اقتصادی فی مابین پاکستان، عراق، ایران و سوریه و یا حتی در حیات خلوت آمریکا در جایی که کشورهایی نظیر ونزوئلا و اکوادر قدرت های مستقل در حوزه انرژی شکل داده اند که حاضر به پذیرش نقش پدرخواندگی آمریکایی ها نیستند.
سخن پایانی این که براساس اتفاقاتی که در عرصه بین الملل در حال وقوع است می توان گفت هژمونی آمریکا رو به افول است. به طور حتم اگر این افول ادامه یابد با گذشت زمان، منافع کشورهایی که همچنان وابسته به هژمونی آمریکا هستند نیز تحت تأثیر قرار می‌گیرد و این کشورها مجبور می‌شوند در پاسخ به شرایط جدید جهان، سیاست‌های جدیدی اتخاذ کنند. با مرور تاریخ سیاسی جهان در میابیم در اوایل قرن بیستم که تقریباً مصادف با افول هژمونی انگلستان بود تا سال 1945 که هژمونی ایالات متحده سربرآورد جهان دوران پرآشوبی را گذراند که ممکن است اکنون با تداوم افول هژمون آمریکا شاهد ظهور هژمونی جدید(که بعضی از نظریه پردازان جمهوری خلق چین را هژمونی جدید می دانند) نیز باشیم که قطعاً این امر به راحتی قابل پیش بینی نیست. با این وجود، در دوران افول یا انتقال قدرت هژمونیک بی‌ثباتی‌های فراوانی به وقوع خواهد پیوست که باید در مواجهه با آنها نهایت دقت به عمل آید.
